UK Net Zero Carbon Buildings Standard Version 1: What it means for the Built Environment

The release of Version 1 of the UK Net Zero Carbon Buildings Standard (NZCBS) in March 2026 is a significant step for the built environment. For the first time, there is a consistent, science-based definition of a net zero carbon building in the UK, supported by independent verification.

Initiated by a coalition of leading industry bodies and tested across more than 200 pilot projects, the Standard is expected to shape planning policy, investment decisions and future regulation. While currently voluntary, it is already emerging as a reference point for best practice.

What is NZCBS Version 1?

NZCBS sets out measurable performance requirements covering both embodied carbon and operational energy, aligned to a 1.5°C pathway and tightening over time to 2050.

To comply, projects must meet five core requirements:

  • Limits on upfront embodied carbon
  • Operational energy targets, demonstrated through measured data
  • No fossil fuel use for heating and cooling
  • Strict controls on refrigerant global warming potential and leakage
  • Minimum levels of on-site renewable energy

Compliance is absolute. Projects either meet the Standard or they do not. Offsetting cannot be used to close the gap.

Verification is undertaken by Bureau Veritas, with an initial “on track” assessment at Practical Completion followed by full certification after 12 months of in-use energy data.

Hilson Moran has been closely involved in the development of NZCBS Version 1, contributing technical expertise, data and insight from live projects.

Our team supported the development of the office sector methodology, including the approach to shell and core and fit-out boundaries, and helped shape the process for assessing performance at Practical Completion. We have also worked on a number of pilot projects across commercial, mixed-use and hospitality sectors.

Why it matters now

NZCBS reflects a wider shift in the UK property market. Planning authorities are placing greater emphasis on whole-life carbon. Investors and lenders are seeking robust evidence of net zero alignment. Occupiers are becoming more specific about performance requirements.

As targets tighten, buildings that fall short are likely to face increasing risks around value, lettability and long-term viability. The Standard offers a clear framework for addressing these challenges, but only where it is considered early and carried through delivery and operation.
